Examining the "right to a drug-free life" in the 1988 Vienna Convention and the Charter of Bioethics

The purpose of this study was to examine the "right to a drug-free life" in the 1988 Vienna Convention and the Charter of Bioethics is. This research is of descriptive-analytical type and for collecting information, documentary-library method has been used. Representative of the United Nations Convention against Narcotics and Psychedelics, adopted on December 19, 1988, known as the Vienna Convention. In this convention, the only crime that can be the subject of the crime of drug cleansing is the trafficking of narcotics and psychotropic drugs. Pursuant to Article 3 (b) of the Convention, the laundering of proceeds of crime is: the conversion or transfer of property knowing that such property is the result of the crime of drug trafficking or the act of complicity in such a crime, in order to conceal or divert Illegal origin of property or for the purpose of assisting a person who has been involved in the commission of such a crime to escape the legal effects of his or her perpetration. The findings show that the 1988 Convention under Territorial and Flag Jurisdiction addresses the issue of dealing with narcotics crimes and that it is possible to extend the jurisdiction of the International Criminal Court to narcotics crimes. If the development is identified, Iran's security plans to combat drug trafficking will change.
