Duties and responsibilities of organizations supervising construction structures in Iran

The issue of dealing with natural disasters has always been one of the most important human concerns throughout history. The issue of effective management of the consequences of these accidents and how to minimize the loss of life, property and psychological after the occurrence of natural disasters, including earthquakes, are among the issues that have occupied the minds of natural and social scientists . Among the important scientific disciplines in the discussion of natural disaster management, the legal field and the role of lawyers in creating the legal framework is necessary. For example, the existence of effective legal mechanisms can provide a suitable platform for increasing the responsibility of regulatory organizations such as roads and urban development, municipalities, engineering system and insurance, and thus strengthen the possibility of crisis prevention and management. Therefore, the most important purpose of this article can be considered familiarity with the duties of supervisory organizations and strengthening the legal foundations of effective supervision.Finally, it should be said that the findings of this study show us that in order to prevent and strengthen management in the event of crises, the deadline and guarantee of legal implementation should be defined first for the reports of supervising engineers. The title of a quasi-judicial pillar should be considered in the municipalities.
