Transparent government model for the Islamic Republic of Iran based on Grounded theory

Transparent government is a new model of modern government based on the transparency of political-economic practices and behaviors.Freedom of information and citizens' access to public information is the most important feature of this government. The purpose of this study is to provide a model of transparent government for the Islamic Republic of Iran. For this purpose, the data theory of the foundation was used and 16 experts in the field of transparency were interviewed using two methods of targeted sampling and snowball.In order to analyze the data, three types of coding including open, axial and selective coding were performed. In the process of this research, 163 open codes and 12 central codes were extracted, based on which the paradigm model of government transparency in the socio-cultural context of Iran was extracted. According to the findings of this study, the components of a transparent government are: good governance, quality social participation, government agility and free flow of information. Also, the factors affecting government transparency based on the participants' opinions are: the government's will and motivation for transparency, social contexts and conditions, environmental culture, step-by-step implementation of transparency, institutionalization, strengthening public culture, transparent management, corruption management and control and empowerment Civil SocietyThus, in the cultural and political conditions of Iranian society, if these factors exist together and at the same time, the formation of a transparent government with the above characteristics is not far from expectation.
