Evaluation of the Achievements of the Implementation of the Law to Support the Development and Create Sustainable Employment in Rural and Nomadic Areas using the Resources of the National Development Fund in Hamoon Country

The research has been done with this title “assessment of the achievements of the performance of support the development and establishment stable employment in rural and tribal areas rule using the national development chest resources in villages of Hamoon township”. The research method is quantitative and qualitative. Statistical society includes 1013 persons of rural who are residents of Hamoon township that have used employment facilities paid from the national development chest resources. Sampling was in full and statistical society has been totally considered as target society.Data collection tools are observation, photography and complete the standard questionnaire accepted by Management and Planning Organization. Data collection was done by university experts, facilitators, local authorities’ cooperation in location of the projects with the expert of management organization’s support. Methods of analysis, is within 5 capital model using analytical descriptive tests in SPSS environment results showed that only 35 percent of facilities has been guided toward employment and about 65 percent of received facilities has not been changed into activities, or they have had some defects or they have had defective performance. Not spending the money, not being resident executor and expensive feed are major reasons that employment plans would not be done. Results showed that in spite of the almost 881 people in receiving loan time got it for establishment plans, but more than 70 percent (almost 730 people) spent employment facilities as working capital.
