Multilayer model of scientific authority
Scientific authority as a core concept has a high priority of science and technology policymakers. Achieving scientific authority, although it requires the existence and establishment of various infrastructures, but it provides enduring benefits for the scientific and technological system. Contrary to the unified appearance of scientific authority, it comprises of various layers, which is conceptualized here into a mult-layered model of scientific authority. This model consists of four layers: "infrastructure", "process", "output", and "value creation". Each of the layers includes at least three sub-elements. In this article, while explaining these layers, the two-by-two interaction matrix of each of the infrastructure layers was created. This matrix represents three situations whih have been articulated. This article is considered as a starting point of a multifaceted approach to scientific authority, which eliminates the conflict of single-dimensional growth in each of the layers with the totality of scientific authority and makes the policy making for scientific authority more accurate and targeted.
