Data collection was donethrough literature review in the field of indifference, semi-structuredinterviews and structured self-interaction matrix questionnaire;whose validity and reliability were measured and confirmed. dataanalysis method; Theoretical coding was done by using themeanalysis and by using interpretive structural modeling method andMICMAC technique .
The results of theme analysis led to the extraction of 220open codes, 26 basic themes and 6 organizing themes ofindifference, under the headings; "Management factors","motivational factors", "structural factors", "extra-organizationalfactors", "cultural factors" and "personal factors" resulted.
