Identifying and ranking the influencing factors on the education policy of public administrators using the fuzzy Delphi technique

Abstract:
Background and purpose

training is one of the most important approaches of government organizations to improve the level of performance and service quality expected from managers. Adopting a policy-making approach can provide a suitable basis for a more comprehensive examination of the education of public administrators. The current research was conducted with the aim of identifying and ranking the factors influencing the policy making of education of public administrators.

Methods

This research is practical in terms of purpose and was done with a mixed method (qualitative-quantitative). The community of research participants are academic experts in the field of public administration and executive managers in government organizations, 15 people were selected as sample members using the purposeful sampling method. Semi-structured interviews and fuzzy Delphi method have been used to investigate their views.

Findings

First, by using the qualitative data obtained from the literature review and semi-structured interviews, the factors affecting the policy making of education of public administrators were identified, and then the importance and rank of these factors were determined through the fuzzy Delphi method.

Conclusion

In terms of practical implications, it can be said that macro policies, strategic success, and learning are the most important factors influencing education policy making, and the design of a performance evaluation model for public administrators based on these components can be a suggestion for future research in this field.
