Identifying Obstacles and Providing Solutions for the Development of Knowledge-based Companies with a Management Policy Approach Using the Fuzzy Delphi Method

In todays management world, knowledge-based development has been considered as a central strategy and policy in most countries of the world. In this strategy, knowledge-based companies are considered a vital and key element as the driving engine of development. Therefore, the current research aims to provide solutions for the growth and development of these companies by identifying the obstacles to the development of knowledge-based companies with a management policy approach.

The current research is an applied research with a descriptive and exploratory approach. In terms of the method of data collection, this research has a mixed nature, and in terms of research philosophy, it has a comparative and inductive approach. The statistical population of the research included experts who were selected based on the principle of theoretical adequacy in the number of 30 people using the snowball sampling method. Data collection was done in the quantitative part through questionnaires and in the qualitative part with the help of interviews. In the first stage, the obstacles and solutions to the development of knowledge-based companies were identified through interviewsand content analysis and coding methods, and in the next stage, the aforementioned factors were prioritized using the fuzzy Delphi method. Validity and reliability of the collection tool were confirmed in the qualitative part by content method and theoretical validity and reliability of two coders. Also, the validity and reliability of the data collection tool were confirmed in the quantitative section with the help of content validity and retest reliability.

The results showed that the lack of financial resources with proportional profits even in the Innovation and Prosperity Fund and the delay in financing the contracts signed with the government are the most importantobstacles to the development of knowledge-based companies as well as the development of financial resources, especially the facilities of the Innovation and Prosperity and Development Fund. The export-oriented approach is the most important solution to overcome the obstacles of knowledge-based companies.

Based on the findings and by specifying a set of factors that are considered obstacles to the growth and development of knowledge-based companies and the consolidation of the knowledge-based economy, along withproviding solutions to remove these obstacles, policymakers and policy makers can deal with the main concerns of managers and knowledge-based companies.
