The extent of the success of economic bureaus in a competativive market is dependent on trying in order to recognition the customers needs and answers to these needs. Characteristics of productions and services bureau presents to the market should be satisfactory for customers. This satisfaction may be achieved through proper price, desirable quality, onetime delivery, after selling appropriate services or a combination of them. Resource limitation divests the possibility of answering to all needs of customers. This issue requires bureau's recognition of characteristics of productions and services are more valuable for clients and determining the best solution (cost and quality) for discovering the characteristics. Value engineering is a collection of techniques and methods that with systematic attitude recognize the primary and secondary functions of a product or service and analyze the value of each function for the clients. Also as a management tool for finding the best method for creation this function, helps the decision makers.The aim of this paper is presentation of the concept of value engineering and its methods. Value engineering is a steady method for arriving to highest value in compare with each money unit that is spender whereas quality, safety, security ability, preservation ability preserved or promoted. Value engineering is a process that in a short time helps the project's team investigate and evaluate project's aims and functions and different solutions in a limited time.
