Nesesities of Culture Based University in the Third Millennium (Case Study: Islamic Community in Universal Arena)

University is considered as one of the most important institutes، which is effective in formation، and development of civilizations. The author of the article refers to universities as the fundamental and basic roots of civilizations. University functions as a link between anthropocentric culture and technological. Technological culture is related to western academy and anthropocentric culture is related to eastern universities. University has the potentiality to fulfill the need of anthropocentric culture in universities (Based on man as vicegerent of Allah). On the whole education، research and entrepreneurship… are not the whole function of universities in modern time، Universities also function as modern civilization and culture developers. The present study aims to develop theories، measures، definitions and necessities of the mentioned topic. The method used in present research is content analysis and using scientific documents. The results of the research show that، to maintain the goals of the project we have to develop fundamental measures such as innovative activities and complete modern methods and patterns. The new function of the universities shows that although universities are productions of civilizations themselves but they are able to impact on their creators (culture and civilizations) and even reproduce new versions of them. The duties and particular function of universities are categorized in six levels: thought production-ignoring science borders and producing modern science-training human recourses-socialization through cultural measures-functionalism of science and technology production-development of modern ideas and controlling main important social parameters. The output of the first two levels of functions lead to production or cultural alterations and other functions lead to new productions and alterations.
