Assessment of the effects of Palermo Convention on I.R. Iran's judicial and penal competence with regard to international penal law and Islamic penal code

There is basically no absolute principle in international penal law which prevents governments from adopting and enforcing one article of the Competence Principles.Thus, many countries foresee different sorts of penal principles including territorial, personal and complementary competence in their internal laws. For this reason the present research embraces attitudes of Iranian lawmakers toward penal competence in I.R. Iran Penal Code. It also surveys penal competence in UN convention on organized crime (Palermo Convention). That I.R. Iran has not joined this convention yet, the repercussions of Palermo Convention in penal and judicial competence has become a concern for designated bodies in I.R. Iran. This research aims to evaluate the effects of this convention on I.R. Iran Penal competence through analyzing the past experience of member countries of the implementing convention in question.
