A Research- Policy Analysis of the Law of Students Measurement and Admission in Iran's Universities and Higher Education Centers

Abstract:

Due to the fact that the knowledge is the main engine for fortune creation in today’s world and has more effective role in national development than traditional factors such as work and capital. Advanced education, as a very important institution, is in more attention of nations and governments. That’s why selection of the students who are able to help their community in future is considered as an important subject. This issue is so important and serious that causes constant and continuous review and assessment of admissions process in our country. In a manner that the law for student assessment and admissions in universities and advanced education centers is passed by parliament and notified to relevant governmental entities to execute. In this article the new law is analyzed based on dynamic comparative policy and pentaProcedures which are qualitative method. According to the finding of this study creation required capacity take consideration of land preparation (diversity, distribution, number), enhancement in quality and quantity of balanced education and research, balanced qualitative and quantitative growth and development of science and researches, adjustment of economical and industrial development policies with national innovation policies, increasing the share of innovations based on technology in gross domestic production, effective cooperation with technology and globally scientific advanced centers, development of science, technology and innovation in order to increase national authority, supplying financial resources, development of knowledge base companies and providing job opportunities are the main principals of development of progress oriented in advanced education which seems these factors are not considered. According to other findings, common issue which is the lack of sufficient capacity in admissions system to evaluate real knowledge and ability of applicants and organized them in related majors has some aspects that one of them is the current test method. The reason that amassing and approval Policies could not define a comprehensive system in field of student admission is an incomplete policy decision making process. It means that common problem is not recognized correctly and when the problem recognition is not correct, solutions will not be compatible with the problem.
