Criticizing the promotion regulation of faculty members in universities and educational institutions of the country: Pathology and Solutions

In today’s competitive world, countries are striving to promote their national authority in cultural, political and economic aspects. The Promotion Regulation of faculty members of universities and science research centers can also play a significant role in the development of the country, with a continuous evaluation of the scientific community in order to improve their quality. The purpose of this study is to criticize the Promotion Regulation in order to provide pathologic recommendations in the form of a proposal. The present study is intended for practical purposes and has been carried out through the study of related texts and review of existing regulations in this field. In this study, along with a review of the promotion plan, its challenges have been fully described and solutions are suggested to improve them. After reviewing and studying, it was found that there are contradictions between the approved regulations and the strategy and policies of universities, and as a result of this contradiction, there is not a uniformity in the implementation of the rules among universities and educational and research institutes. The implementation of the Promotion Regulation is sometimes carried out in different ways under the influence of various tastes and policies of universities and individuals.
