Police Societal Capital Pattern in Seeking Indicators for the Relationship between Leader- follower: Based on Employees' Societal Maturity (Case Study: Police University)

Abstract:

Expansion of sciences and their becoming specialty-based, have led to emergence of some new concepts in employees' social relationships, and have affected the hierarchical relations of organizations so that the nature of leaderfollower relationship, while taking into consideration its humane origin it, has led to employees' maturity. This is a process whose constituents lead to creation of pattern for social capital in organizations. The philosophy behind necessity of conducting such a research is that in organizations like NAJA which has a wide range of missions and provides services all over the country, collaboration among staff and mutual trust between the management and staff would result in implementing its tasks much more effective; and this is in its own turn a type of social capital in which the organization's members offer some sort of internal integration and compatibility with environment, based on mutual respect and social maturity. Meanwhile, NAJA employees' social relations while expecting them to interact with the public based on religious teachings and human benevolence is of twofold importance. Therefore, offering an indigenous pattern having the capability of teaching, learning, assessing and even paving the grounds for conducting discussions and research is essential to improve managers and staff behavioral patterns .Hence, the present research aims at identifying the constituents which can find indicators for the pattern of police's social capital , and express the relationship between managers and commanders, and staff; based on their growth and maturity. The research conducted focusing on faculty members of Police University. The research is of applied and survey type, and conducted using Delphi assessment method. The questionnaire has been conducted and analyzed basedon theoretical principles, especially Pearson model (2003) in the range of Lickert 7 grade in two stages. Analyzing data with respect to measurement scale which is ranking -based, and necessity of converting qualitative responses to quantitative ones through giving weight to the indicators, a 3-section range is used for determining the desirability of each indicator .The indicators which are in the desirable range with average weight of upward 5,have formed the indicators of leader-follower pattern. The research findings indicate that 11 out of 18 examined indicators in Delphi measurement -stage one- are in the desirable range, and two other indicators have been added based on the experts' views. Delphi measurement-stage two- has been conducted with 13 indicators in the same statistical sample, and an amendment has been just applied for one indicator. Therefore, with respect to the research findings, pattern of police social capital in relation with leader- follower relationship has been considered for indicator finding employees' self-trust and social security in 3 aspects, 6 constituents and 13 indicators.
