Knowledge Based Urban Development; Development of Strategic Map of Tehran Metropolis

This article attempts to formulate and recommend a strategic plan for Knowledge Based Urban Development of Tehran with a resource-based viewpoint and strategic thinking in resource and barrier analysis, explaining the position and competitive advantage, and assessing the strategic relevance of resources. The paper is an analytical descriptive article. Due to its strategic nature, it has a practical purpose. The results show that Tehran's internal resources do not have the same significance in KBUD; Tehran has a number of capabilities that are insignificant, irreplaceable, and strategically suited to other knowledgeable urban developers than other internal resources; it also reflects the competitive position of Tehran among other metropolitan cities and its competitive advantage in KBUD; The factors of science and technology parks are the industrial structure, digital pioneering, eyewitnesses, and active and expert populations; on the other hand, research weaknesses, boycotts and economic downturn, lack of knowledge economy and environmental hazards, major barriers and key threats to KBUD It has a very high probability of occurrence and very urgent degree of urgency.
