Pathology of Iran's 20-year vision plan from the perspective of Public engagement in science, technology and innovation
Various studies show that the role of social participation in the development of science and technology in our country has not received much attention. In many cases, it will not be implemented until a decision is included in the macro-policy documents and communicated to government agencies. Therefore, policy-making institutions are required to think of a mechanism for citizen participation commensurate with their potential and interests in science and technology upstream policies and documents. The Iran's 20-year vision plan was compiled with the aim of developing Iran in various cultural, scientific, economic, political and social fields. Therefore, the current research with the aim of identifying the disadvantages and challenges of this document from the perspective of social participation in science and technology, has examined this document. The present study in two stages (description and challenge), after interviewing experts and using thematic analysis and fuzzy Delphi, has extracted the framework of social participation in science and technology in the text of an upstream document. In the second step, the text of the document is evaluated according to the obtained framework and the application of quantitative content analysis technique. The results show that the vision document faces several disadvantages from the perspective of participation. At the end, with the identification of the damage to the vision document, suggestions will be made to fix these damage.
