A framework for leveraging government procurement in technology and innovation development

Ggovernments implement different policies for technology development and innovation. Innovation policy can be classified into two categories: supply-side and demand-side policies. One of the most important of demand-side policies is public procurement. The purpose of this study is to identify the factors affecting the use of government procurement with the aim of improving the level of technology. The research method is qualitative and a kind of meta-study known Meta-Synthesis. The study population consisted of all relevant papers with research topics. After designing research questions, a systematic search was carried out based on relevant key words from databases Sage, Emerald, Siencedirect, Wos, Scopus without time limit. By reviewing 42 final articles, researchers identified 4 dimensions and 12 categories as the factors affecting the use of government procurement with the aim of innovation and technology development. Based on these factors is presented an integrated framework of factors affecting on public procurement for innovation. This article can be used for planning and policy making by government managers and policy makers in the field of science, technology and innovation.
