Designing the model of meritocracy in the public sector for good governance; Qualitative study with a multi-grounded approach

Abstract:

To improve the indicators of good governance, meritocracy must be established in all public human resource management processes. The purpose of this study is to design a model of meritocracy in the public sector for good governance with a multi-grounded approach. The main question of this research is what is the meritocracy model in the public human resource management system for good governance?Participants in this study include executive and scientific experts in the field of good governance and Iranian public human resource management and theoretical sampling has been used. Based on the findings of this study, in order to improve the good governance indicators , the processes of recruiting , maintaining, training and improvement of public human resource management should be designed and planned based on meritocracy. Human resource management with a competency approach is effective in the success of government organizations in securing the public interest and the quality of service outcomes.
