Pathology of cultural development policy in the fifth development plan of the Islamic Republic of Iran

The growth and development of Iran after the Islamic Revolution in the field of culture in national and transnational dimensions has been one of the main concerns of officials and citizens. Pathology of cultural development programs is a way to improve planning and achieve goals in this field. The purpose of investigating the pathology of cultural development policy in the fifth development plan of the Islamic Republic of Iran, the main question is, what obstacles and problems did the pathology of cultural development policy face in the fifth plan? The research approach includes the steps of policy making by descriptive-analytical method and collecting information in library form. The findings indicate that cultural development is a continuous and permanent process that never stops. Extensive social, economic, technological, etc. changes are always going on and it is necessary to change the elements of a common culture along with them. Any objectivist perception of the components of a common culture will close the way for the democratic development of culture. All symbols of a shared culture must be re-criticized. Rethinking should be done during public education, along with cultural creativity, during the interaction of actors and with their participation in order to modify the symbols of the common cultural core.
