The international responsibility of the European Union for the damages caused by the sanctions of the Islamic Republic of Iran 1

Unilateral and arbitrary sanctions in international law are punitive measures taken by one or more countries against other countries that are outside or beyond the sanctions set out in UN Security Council resolutions. EU sanctions have been imposed since the adoption of Security Council resolutions and have a wider scope. The European Union is obliged to guarantee and compensate the country that has imposed sanctions on it and has an international responsibility for it. This study aims to investigate the international responsibility of the European Union for the damage caused by the sanctions of the Islamic Republic of Iran. International liability is one of the most fundamental international legal institutions. The EU uses sanctions and restrictive measures to advance its foreign policy goals and as a precautionary measure to allow the EU to respond to political challenges and developments. These sanctions, regardless of their origin, whether UN Security Council resolutions, independent Union sanctions or a combination of the two, are considered as legal documents and legislation under the legal system of the Union and must be in accordance with the provisions of the Treaty on the Functioning of the Union.
