Abstract:
The purpose of this article is to adapt political and legal ideas to international relations at the beginning of the third millennium AD. Therefore, the question was raised, what macro processes does the international system have after the collapse of the Soviet Union, which limit actors in adopting foreign policy policies? The research shows that cases such as expanding the role of national and global public opinion, increasing the importance and position of terrorist organizations in global insecurity, the development of waves of democracy and increasing the number of democratic systems, the multi-dimensional process of globalization, the evolution of the security discourse and several Its stratification and ultimately economic and security regionalism have affected the international system. Therefore, regardless of structural limitations, governments are also faced with procedural limitations and are forced to consider such limitations in adopting and implementing foreign policy.........
