Explaining the Policies of Using Technology Acquisition Methods in Defense Industries by Using Capability-Feasibility Analysis
there are several methods for technology acquisition that each of which has its own special advantages and disadvantages; Therefore, applicable acquisition methods should be identified. The purpose of this study is to explain the policies of using different methods of technology acquisition by the defense industries of the Islamic Republic of Iran and as a result to identify the most important applicable acquisition methods.
This research is applied in terms of purpose, descriptive in terms of method and qualitative-quantitative in terms of approach. In this research, library studies and interviews with experts were used to collect data. First, all possible methods for acquiring technology were identified through literature review and then screened and finalized using the opinions of 25 experts in the field of defense management. In the following, based on the random stratified method, 96 people were determined as the sample size. Using the methodology used in the importance-performance matrix, experts' opinions were consolidated. Then, the feasibility of each statistical method and the results were reflected in the capability-feasibility matrix.
Based on the placement of acquisition methods in the capability-feasibility matrix, the key methods of acquiring technology with high operational capability in the country's defense industries include: internal research and development, education and training, attracting key employees, reverse engineering, research and development. joint, purchase, research and development contract, joint investment, contracting, merger, company acquisition, license and stock acquisition. For other methods, three policies of improving capabilities, strategic reserve, and ignoring were suggested.
Both the presented analytical matrix and the explained policies for using each acquisition method can be used to plan the improvement of acquisition capabilities and technology transfer in the country's defense industries.
